samples (specimens) shall be representative of the units proposed to be furnished under the
contract. First article test shall be conducted under Government surveillance by the contractor,
or an authorized testing facility, at a sight approved by the Government. One sample is to be
held in reserve (see 3.1). Any changes or deviation of the production units from the first article
sample shall be subject to the approval of the contracting officer.
